"The deciphered text contains a lot of valuable observations about the everyday life of the Dutch people of that time, about the organization of socially important public institutions (hospitals, nursing homes, orphanages, etc.), about the practical side of organizing travel for foreigners, and also includes reflections on the nature of political obedience, on optimal forms of government in general and for Holland in particular. Of special interest here is the description of the reception given by the people of Amsterdam to the French Emperor, whom the Russian traveler regards as the greatest conqueror and at the same time the greatest monarch."
