In his book "Napoleon's Heavy Cavalry", P. L. Dawson mentions a "decree of 22 February 1802", from which he claims to have taken a list on the durability of some items of uniform and equipment of the regiments of cavalry, carabiniers and dragoons (p. 2f.). I just can't find this decree. The date according to the revolutionary calendar would be "3 Ventôse An X". Does anyone have a link to the original document? Thanks.

As luck would have it, I found the Journal Militaire, Treizième Année, An X, Première Partie. There is no decree of February 22, 1802 = 3 Ventôse An X ...

If nobody knows anything, let's just ask the author, shall we? Paul Lindsay Dawson, he must know, right?
