My translation of this passage is:
The offensive operations could proceed without prejudice to the political negotiations; they would do no harm to them; rather, on the contrary would confer the advantage of obtaining a good progress in the negotiations, if the campaign made a successful debut.

the offensive operation could proceed without being harmed by the political negotiations, they would not harm them but on the contrary provide the advantage that one would gain by a fortunate start of the campaign a good progress of the Regociationen (don't know what that word means )
